CEO

Tony is the founder and CEO of JRC. As CEO, he provides the strategic day to day leadership for the company by working with the board of directors and the executive management team to establish long-range goals, strategies, plans, and policies. Tony leads the JRC executive management team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to achieve the growth objectives of the company.

Tony is a graduate of the US Military Academy at West Point and served in the US Army for 23 years. He has a Ph.D. in high-energy electromagnetic physics from The University of Texas at Austin. Tony has over thirty years’ experience in project management, systems acquisition, and advanced technology development with Department of Defense strategic and tactical C4I and missile systems. Tony founded JRC with the goal of becoming the most trusted provider of expertise to achieve our nation’s most challenging goals.

President & Chief Operating Officer (COO)

Tony R. is the President and COO of JRC. He is responsible to the CEO for leadership and management of JRC to implement its mission and core values. In addition to leading the company’s financial metrics, business goals, and objectives, he is responsible for establishing policies to support the company’s culture and vision. As COO, he works to ensure that the company has the proper operational controls, administrative and reporting procedures, and people systems in place to effectively grow the organization and to ensure financial strength and operating efficiency. Tony and his team are passionate about the success of his customers and his employees.

Tony was a Fellow at Charles Stark Draper Laboratory where he focused on statistical and reinforcement machine learning. Tony holds a Bachelor’s and a Master’s degree in Electrical Engineering and Computer Science from MIT.

Rodney Luck

Executive Vice President of Programs & Chief Strategy Officer (CSO)

Rodney is the Executive Vice President of Programs and CSO of JRC. He leads all programs and business development at JRC. As CSO, he is responsible for the development, communication, and implementation of effective growth strategies and processes. Rodney provides the strategic planning and execution to enhance productivity and efficiency throughout the company’s programs to achieve success for our customers’ missions.

Rodney served in the US Navy for 20 years. He is an Acquisition Professional (DAWIA Level III, PM) and was a qualified Nuclear Engineer Officer and the Strategic Weapons Officer who led the department in charge of the nuclear missiles aboard the USS Louisiana. He was an Engineering Division Head in charge of the nuclear missile production at the Strategic Weapons Facility Atlantic (SWFLANT) and was a Branch Head in charge of the development of the next-generation nuclear missile launcher system. Rodney is a graduate of the US Naval Academy and he has a Master’s Degree in Electrical Engineering from the Naval Postgraduate School.

Jeff Duncan

Vice President, Systems Engineering and Integration Division

Jeff is responsible for JRC’s Systems Engineering and Integration Division which supports multiple government customers. After more than 20 years of naval service as a Strategic Weapons System (SWS) subject matter expert, Jeff’s knowledge and experience were sought by Naval Submarine Support Centers, Submarine Squadrons, COMSUBLANT, and SSP. Jeff transitioned from the Navy to manage JRC's systems engineering teams. Under his leadership, JRC began supporting increasingly larger and more complicated engineering and technical challenges faced by JRC’s customers. 

Ron Grignol

Vice President, Strategic Defense, and International Operations Division

Ron leads JRC’s Strategic Defense and International Operations Division, focusing on international defense work for the United States and our allies.  Ron has been instrumental in growing JRC’s international client base, providing defense support to clients across the globe.  Our strategic partnerships expand to organizations such as MDA, STRATCOM, SPAWAR, and NAVSEA. Ron has contributed 10 years of naval service as a Nuclear Trained Submarine Officer. He has spent the past 15+ years specializing in missile defense, and more recently leading international efforts to help customers with program management, systems engineering, and sustainment support within the United States, Japan, Poland, Romania

Dennis Mohr

Dennis Mohr

Vice President, Maritime and Security Division

Dennis is responsible for JRC’s Maritime and Security Division, focusing on NW surety, integrated logistics, information technology, cyber security, physical security, facilities engineering, C4I, and Maritime security.

Dennis has been supporting JRC since retiring from the Navy in 2011, first as a C4I Subject Matter Expert (SME), then as the Director of Nuclear Weapons Security. Under his leadership, Dennis has successfully developed trusted partnerships with our Navy, DoD, and Federal customers, managing teams across the United States. Dennis spent more than 28 years supporting submarine C4I systems and 16+ years as a Limited Duty Office (LDO) supporting a range of Navy programs and institutions including Commander Submarine Forces, US Navy Strategic Systems Programs (SSP), Commander Submarine Group 8 as the Deputy Chief of Staff for C4I, and the White House Communications Agency (WHCA).

His expertise and background in Operations, Program Management, and Workforce Development is an essential asset to JRC and its customer base. Dennis was promoted to Vice President of the Maritime and Security Division for JRC in October 2020.

Liz Jimenez

Liz Jimenez

Vice President, Finance

Liz is the Vice President of Finance at JRC. She has over 20 years of financial and operations management experience with various financial services firms, banks, and private corporations. Liz is a Certified Public Accountant, holds a Bachelor’s Degree in Economics from MIT, and is certified as a professional controller (CPC) from the Institute of Finance and Management (IOFM). Liz is responsible for all aspects of JRC’s financial administration, including financial planning, budgeting analysis, accounting, investment oversight, and fiscal compliance.

Amante Legaspi

Amante Legaspi

Vice President, Contracts

Amante is the Vice President of JRC Contracts and JRC’s General Counsel. Amante has over twenty years of contractual and legal experience, managing contracts and legal projects through initial planning, execution and closeout. Amante is responsible for all JRC procurements, including the life cycle management of JRC’s prime contracts and subcontracts.  Amante holds a Bachelor’s Degree in Accounting from the College of William and Mary and a Juris Doctor Degree from George Mason University School of Law with a specialty track in International Business.  His position includes compliance, corporate surveillance of contract execution, corporate standard operating procedures (SOPs), and analyzing the effects of legislative developments on corporate operations. As the General Counsel, Amante serves as JRC’s lead attorney and primary legal advisor.
