JRC is proud to announce the promotion of Shane Armstrong to Manager of the Policy and Compliance Section within the Missiles and Space Division.
In his new role, Shane will lead the Policy and Compliance Team, supporting inspections, readiness assessments, and logistics oversight for his Department of the Navy customer. Throughout his time with JRC, Shane has demonstrated exceptional skill in business analysis, logistics planning, and acquisition support, helping to drive operational efficiency and strengthen mission readiness across multiple Navy programs.
Before joining JRC, Shane began his career in federal contracting while studying Systems Engineering and Operations Research at George Mason University. His early experience supporting major defense and maritime engineering projects laid the foundation for his expertise in logistics and systems management.
H[SA1] e contributed to a variety of important projects for the government, including support to the Submarine Rescue Diving and Recompression System (SRDRS) and the early Columbia class submarine design (then known as the “Ohio Replacement”).
At JRC, Shane has made a lasting impact through his leadership, collaboration, and technical insight. He has developed complex business case analyses that have informed funding decisions, optimized resource allocation, and enhanced program execution. Shane’s ability to balance analytical precision with practical, mission-focused leadership continues to make him a trusted partner to both clients and colleagues.
When asked about his experience working at JRC Shane shared this response with us:
When I started working at JRC, it quickly became clear that it was a truly special place to work. JRC not only emphasizes excellent service to our clients, but also values personal growth, both professional and individual, and continually reinforces the importance of family. Those principles resonated deeply with me from the very beginning.
One early memory stands out as I reflect on my time here. When I was still relatively new, I had a conversation with my manager, Dennis Mohr (JRC Vice President M&S Division). During our chat, he shared something that has stayed with me ever since:
“One of the most important things in a person’s life is their integrity. You need to know you tried your best to do the right thing and to be honest, even when it’s difficult.”
That message left a lasting impression on me and perfectly reflects JRC’s culture of valuing personal integrity and strong character.

Shane Armstrong's Family
Outside of work, Shane loves listening to fantasy books, singing offkey 90s karaoke, dancing with his wife Ashley at the JRC holiday party, and playing “floor is lava” or “ninja warrior” with his son, Hunter. The Armstrongs recently added a maltipoo puppy named Penne Alla Vodka to their family - who enjoys eating the family’s shoes.
