Juan (Tony) Jimenez, Ph.D

President & CEO

Tony is the founder and CEO of JRC Integrated Systems, Inc. As CEO, he provides the strategic leadership for the company by working with the board of directors and the executive management team to establish long-range goals, strategies, plans, and policies. He spearheads the development, communication and implementation of effective growth strategies and processes. Tony provides the leadership to the executive management team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to achieve the growth objectives of the company.

Tony has over thirty years experience in project management, systems acquisition, and advanced technology development with Department of Defense strategic and tactical C4I and missile systems. Tony is a graduate of the US Military Academy at West Point, and served in the US Army for 23 years. He has a Ph.D. in high-energy electromagnetic physics from The University of Texas at Austin. Tony founded JRC with the goal of becoming the most trusted provider of expertise to achieve our nation’s most challenging goals.

Tony R. Jimenez

Executive Vice President

Tony R. is responsible to the CEO for day-to-day leadership and management of JRC to implement its mission and core values. He works to ensure that the company has the proper operational controls, administrative and reporting procedures, and people systems in place to effectively grow the organization and to ensure financial strength and operating efficiency. Tony is responsible for driving the company to achieve and surpass financial metrics and business goals and objectives. Tony and his team are passionate about the success of his customers and his employees.

Tony claims to hate running, but has curiously completed five Marine Corps Marathons. He enjoys spending his free time with his wife and three daughters, and tinkering with computer software and hardware.

Previous to JRC, Tony was a Fellow at Charles Stark Draper Laboratory where he focused on statistical and reinforcement machine learning. Tony holds a Bachelor’s and a Master’s degree in Electrical Engineering and Computer Science from MIT.

Rodney Luck

Senior Vice President, Programs

Rodney leads all programs and business development at JRC. He is responsible for the development, communication and implementation of effective growth strategies and processes. Rodney provides the strategic planning and execution to enhance productivity and efficiency throughout the company’s programs to achieve success for our customers’ missions.

Previous to JRC, Rodney served in the US Navy for 20 years. He is an Acquisition Professional (DAWIA Level III, PM) and was a qualified Nuclear Engineer Officer and the Strategic Weapons Officer who led the department in charge of the nuclear missiles aboard the USS Louisiana. He was an Engineering Division Head in charge of the nuclear missile production at the Strategic Weapons Facility Atlantic (SWFLANT) and was a Branch Head in charge of the development of the next-generation nuclear missile launcher system. Rodney is a graduate of the US Naval Academy and he has a Master’s Degree in Electrical Engineering from the Naval Postgraduate School.

Scott Randall

Vice President, Maritime and Security Division

Scott is a results-oriented leader with nearly 40 years of executive, managerial, and operational experience in both the military and private industry.  He is experienced in strategic planning, strategic vision development, personnel development, capability development, change management, risk management and resource allocation. He spent 31 years as a Naval Officer supporting the submarine force and national strategic nuclear weapons programs, 21 of which were as a Limited Duty Officer. For more than 20 years, he has directly supported the US Navy Strategic Systems Programs (SSP) and then managed JRC’s services to SSP.

Jeff Duncan

Vice President, Systems Engineering and Integration Division

Jeff is responsible for JRC’s Systems Engineering and Integration Division which supports multiple government customers. After more than 20 years of naval service as a Strategic Weapons System (SWS) subject matter expert, Jeff’s knowledge and experience were sought by Naval Submarine Support Centers, Submarine Squadrons, COMSUBLANT, and SSP. Jeff transitioned from the Navy to manage JRC's systems engineering teams. Under his leadership, JRC began supporting increasingly larger and more complicated engineering and technical challenges faced by JRC’s customers.
